As a new player I can tell you, my biggest problem so far has been no communication in local. It's like no one says hi to each other in the future. As a noob I don't want to be first to speak up, so please, if your a veteran and you see a new name in local, if your not on the hunt, just say hi every once in awhile. You catch more bees with honey or whatever...
i find that youl typically see people saying hi when entering populated LS and null sec areas. and also when a large roams is passing by. but overall communication in local is meant for chit chating. theres no real need to besides seeing a friend or what not then on that case youl typically convo them. as a new player if you want that sense of hi o/ o7 etc etc you are meant to join a corp asap
Again, you're doing it wrong. You can't expect to go into low/null sec and simply expect to make friends right off the bat, there are no guarantees. Also, if you're the one looking to talk to others, why should it NOT be you to initiate conversations?
Mark Nicholson yeah, your are doing it wrong. your first mistake is thinking that people in eve WANT to be your friend. wrong game buddy. eve players are the scum of the mmo world. in other games you are banned for ganking all the time, in eve, they are PROUD they murdered a defenceless new player. and they are destroying eve in the process. singling out and attacking new players cuz they are an easy kill, makes new players quit. a well known problem for eve. but do the devs care? HELL NO! THEY ARE THE MOST PATHETIC OF THE PATHETIC GANKERS! They made eve cuz they suck too much to play REAL games. the devs love how disgusting they and their game are. save yourself some time and quit now before you give those idiot devs any money.

#1 problem with being new to eve: the existing player base. Every other mmo I have ever played has a culture of not killing the noobs. If you are level 80, yeah you might get a little bit of rewards for killing a level 20, but you don't do it because it's not a challenge, it's stealing candy from a baby. It's pathetic. But in eve, killing noobs is the goal. It feels like having a new account is the equivalent of painting a target on your face and running into a shooting range. The culture of eve is "don't take a fair fight, look for the easiest kills that requires the least amount of skill." It's pathetic and self destructive. The game will never grow with that kind of culture. Ccp needs to either make noobs unkillable without accepting a fight, or they need to punish the people who are destroying their business, rather than jerk them off as is historically the case.
Fukkn BORING and dying game. Even that false f2p that is unlimited trial in reality, will not help. Game full of gankers, psychos and bastards making new players quit fast, has to die. Nobody nowadays will spend a few weeks of his life to fly a good ship just to lose it making PvE ganked by some bastards in stealth.
