The reason why Austin/San Antonio has trouble getting a team is probably some good lobbying by the Dallas Cowboys. Toronto probably should have a team, but in addition to having the Toronto Argonauts (and honestly, their CFL team could always move to a suburb like Kitchener or Markham), the fact that space is at a premium in the city makes it hard to build an NFL-caliber stadium there.
Yeah, the cowboys definitely want to keep their huge market share. And yeah, even cities with current teams are having trouble relocating their old stadiums.
The NFL expanding into Canada seems like the best choice. I'm fully in favor merging the CFL with the NFL. Canada is about to become the 51st state anyway.
