Your theory is acceptable, but don't forget that we currently didn't have any ether dps, due to the limited ether element in this game, which is only nicole. So pulling her is the best choice for now, because some of the shiyu defence forse and hollow zero levels will be easier with ether element.

From what I played of her in story mode, while I have no clue how powerful she'd be if I built her (given that doing damage seems to never be a high priority for me, probably not very) her combat style does seem to be easy for me to handle. Medium range with automatic in and out and really easy circle strafing around small single targets: if this was co-op multiplayer I'd likely prefer Billy even against single targets but without anybody else to pin enemies down she seems to have the kind of easy evasiveness I'm looking for. I don't expect to get her at least this time around, because out of a desire to finally have any kind of ice game in a Hoyoverse offering I barely managed to pull an Ellen, but she'd make a nice addition.
