Our earlier airframes, like the US's, are going to have to go through some heavy upgrades with early LRIP aircraft gradually upgraded to the baseline Block 3F standard by 2021. The newer airframes are running Block 4 but it's both a hardware and software upgrade to jump to this and that takes time and money.
