Is this Legal? "Sir, may I see your license to...?" 4K

I'm having a great time Birding at Marion Tallgrass Trail in Marion County, Ohio on July 16, 2024. It's such a fun outing that I wonder if I'm having too much fun! I saw a Bald Eagle perched on high way across the lake. I really want to photograph it, but will it still be there when I get there? Then there is the encounter that has me asking, "Is this legal?!" Want to go Birding? "C'mon! Let's go Birding!"
