Cooling fans not working ( 2001 Honda Accord )

This is just a short video on my wanted to share with you guys you know just to maybe help somebody else um, on if your cooling fans are not pulling your motor down on a 2001 Honda Accord

So, just one fan is supposed to be on when AC is off right? Im lost as to why the passenger side fan kicks on but the drivers side one doesnt. The passenger side fan kicks on with AC off, or also if car is cold and I turn on the AC it kicks on
