It was the literal vice admiral of the Soviet Naval Commission.
Only two officers was needed for a Launch, but because Yuri Akrhopov knew US navy protocols ( he knew the "attack" was a Warning from the US navy) he overpowered the two Submarine officer and Declined the Launch.
