That one is unlocked automatically (still have to purchase it) when you complete the story mode mission called "Exploratory Laboratory". That is the 3rd level in the game so it should be unlocked right after beating that mission.
I've seen him making appearances in a lot of levels, but I don't think you can do anything with him. He's just there as an easter egg or something it seems.
I didn't know it before but if u max your 2x, 4x or whatever on the studs u can get a obscene amount of em on this level--just keep fighting. The Octobots over and over and they keep shelling out studs!! I stopped at 1 mill, but I would bet you could keep going as long as u want to =)
