Just because not everyone gets why Twice can do this, just a quick explanation: Twice's quirk is that he can duplicate up to two people at once, including their quirks. But he doesn't have control over them so while, for exaple, he could create two All-Mights, they'd just kick his ass more or less. Because of his trauma he never made doubles of himself though. But here he does, and since doubles have the original quirk, each of his doubles can create two more doubles, which in turn can create two more doubles, ending up creating exponentially more Twices.
And this is why Twice is labeled as an S rank threat in the villain scale while most others in the league are a lot lower.
