Sweden taking long time to decide visa applications in results students have to withdraw their case because University don't wants to give them late arrival permission pls do your research properly before applying in Sweden as some University refund administration cost nearly 10,000sek ...

How about that?
It is kind of true, look there are many Ukranians moving to Scandanavia and it causing a lot of rush. Secondly, due to that it takes time to make muncipality card or lets just say address that is needed to be approved in order for anybody to hire you legally. So yes there are scarcity right now. But I also think its temporary. You better have some savings if you are planing to come in any european region to survive initially. By the summer, I believe many things will get sorted, it always have been like that.

Which county is better for me to bear all tuition fees and living cost of bachelors engineering course (cse) all by my self without taking a single penny after going abroad. I will just take 1 year tuition fees from HOME. Ssc= 4.39, hsc =4.75, ielts =6.5
