Outstanding question. The most important factor to consider is the search volume of the keywords in your region. Ideal is keywords that are low competition with ample searches behind them. If a lot of people are searching for you in your state, then you'll have more demand to tap into by being there in search results.
@@chrisredshaw7663 Yeah there's not a lot of search volume for what they do or even on low competition informational queries related to what they do within their target state. Everything has 10, 50 searches. If I expand out to the entire country there is, but then again, that's not their target market that they're offering services to. Just think they wouldn't spend anywhere near to $10,000 since the geographical targeting is so small.
We have a grant account and have accumulated a substantial amount of data over past two years. When you say a “separate budget” for retargeting do you mean that the retargeting must occur in a paid account? Not the ad grant account?
The Google Ad Grant gives you visibility in Google Search. For Retargeting, whether through Google's Display Network or through social ads, you'll need to use a 'real budget'. Grant budget is for use on Google Search only.

Should we include negative keywords and what match type is best to use ?
Recommend phrase and broad match for Grants. Use negatives sparingly as you don't want to filter out too much potential traffic.
