(a) describe the use of aqueous sodium hydroxide and aqueous ammonia to identify the following aqueous cations: aluminium (excluded in Sc(Chem) syllabu), ammonium, calcium, copper(II), iron(II), iron(III), lead(II) and zinc

That's why it turns the red litmus paper blue, and why the paper must be damp: ammonia reacts with water and turns into ammonia water which is basic.

That’s why you test with NaOH and NH3 and write down your observations for one sample. No sample will have the same results for both reagents, so you can compare and identify the cation afterwards
