As for Flume, i agree that he is on top of this Future Bass game due to his understanding of music theory. His chord progressions are nothing short of amazing. I didn't know he played saxophone, but i read somewhere that he played piano for a long time before getting into electronic music.
my intro to theory professor used to tell the class "music theory lessons are to music as grammar lessons are to the english language". It helps you articulate what you are trying to convey better. Music can be done without a knowledge of theory just like you can speak english without taking a grammar lesson, but if you have the knowledge base then you can be much more refined and controlled in what you want to convey.
Theory is considered compulsory for most producers, I reckon the majority who take their work seriously have at least a rudimentary understanding of it. Flume succeeds in sound design and general composition more than theory imo

Flume beats are fairly easy to make based on music theory. Don't compare music theory and sound design.
