Die Armee des Vielvölkerstaats Österreich-Ungarn war eine echte multinationale Armee.

Tram or streetcar. I don't think the first parade (Prinz Eugen, der edle Ritter) is Vienna, the buildings look like a provincial town. Unless it's a village on the edge of Vienna. The second parade, also provincial, with King Luitpold (Radeztky Marsch) had Hungarian arms on the poles. But maybe there were different arms on each pole. The caption says Ostfront so maybe it's Galicia/Galizien.

Was that King Luitpold of Bavaria taking the salute?

The person doesn't look like the Prince Regent Luitpold, I rather think it's King Ludwig III (endearingly called "Millibauer" by the Bavarians).
