In my state the bill of sale is only important for sales tax, if you don't have one or it's a private sale they use the info on the title as the basis for it.

Don't get played. You have no legal obligation to pay the impound bill. This wouldn't stand up in court. Do as the sheriff told you forget about it. Whoever the DMV shows as the current owner at the time of the incident would be on the hook.A bill of sale is just a receipt fool. If the original seller never required the first buyer to sign the title then they intended to title jump it as is the case here. Check your states DMV website regarding transfer of title etc. Both seller and buyer are required to report transfer to DMV within 10 days. Once notice of transfer is completed by the seller they are legally off the hook regardless if new buyer fails to submit paper work with intentions of title jumping it.
@MREDWARD3215 yeah DMV told me same thing. They had since Nov- of last year to report it sold and they did it 2 weeks after accident report. Which was 8 months after. After sending letter and pictures of my signature on back of my driver's license, I haven't gotten a reply from impound yard.
