I have an assumption that the annoying characters of Melvin and Cookie Fish from the late 90's cartoon "Bob and Margaret" are modeled after "Joe and Petunia" for they seem similar and comparable to me.
Fun fact: Petunia is the name JK Rowling gave annoying characters when she played as a child, she has wondered whether the first ad had any impact on her subconscious...
