Without fresh water coming in from the mountains, the face will weaken as the lake dries, ending it's tyranny once and for all. Only then, when a new lake forms, will a new and, hopefully, better face, take it's place.
But what if a new, more tyrannical face emerged? What if they're, *gasp* racist? What then? Perhaps it's better to have the sister eating face we know?
The man can always jump into the lake, retrieve his bottle, and undo his littering. But can the face in the lake un-eat the sister and undo its gobbling?
