The scripture she quotes in Acts 26:18 is a historical narrative by Paul to King Agrippa when Paul was on his way to Damascus to persecute Christians and his commission by Jesus to go and preach The Gospel to the Gentiles "to open their eyes, so they may turn from darkness to light and from the power of Satan to God. Then they will receive forgiveness for their sins and be given a place among God's people, who are set apart by faith in me." I might suggest reading the whole 26th chapter of Acts so the scripture is not taken out of context. The very first narrative of Paul's (then known as Saul) vision and commission on the road to Damascus is found in Acts 9:1-19.
