If you are still having issues with people not being able to measage you and you have tried all the steps in the video, your best bet is to wait for Instagram to fix the issue themselves. Meta is a billion dollar company and Instagram has over 2 billion active users. It's their responsibility to fix this issue. I think the resason this is happening is because they are trying to combat spam accounts and unwanted interactions but sadly many of us normal users are being unrightfully flagged as spam accounts. I think this is implemented on a lot of newer accounts and after a certain period of time, the restrictions will go away although It varies from person to person. If the steps in the video did not work for you, its best you try to contact meta to voice your frustration or wait it out.
