Doubtful.
They'd have different actress and different outfit design.
They did for all characters, only Eddy and Angela had minor changes.
Heather won't have skirt and there will as always be fake fans defending her different design.
Just like with Jill Valentine (quote: Why would she wear skirt in middle of outbreak? She's not a fashion model character. Her new design fits better in remake) in RE3.
