Is that an old Lobeck (Cleveland, OH) frame? Before stamped frame rails were available Lobeck fabricated them using plate.

Not sure but they are stamped rails [A C shape - 3 sides] and not fabricated. The inside boxing was done with 3/16" thick steel plate to make it nice and stiff.
