League of legends is a game with a very deep, rich lore. The company riot likes to create cinematic videos and music for the world of their characters. The world of league is known as runeterra and Noxus is one of the major countries in that world. The Noxians are battle hardened expansionist. They believe in strength more than anything and love to fight. This video just shows a part of that world while also linking it to the popular Netflix show Arcane(which deals with other league characters, you should definitely watch!).

Also the characters are relevant to the Arcane series that has 2 seasons, and if the leaks and rumours are right, this year they will announce the next League series that is takes place in Noxxus.
The guy with the axe is Darius, The Hand of Noxus and basically one of the Trifarix leaders of Noxus, Ambessa foreshadowed it in Arcane season 2, he is considered "Might" because he's the strongest human in Runeterra when it comes to strength, brute force, endurance, perseverance and resilience.
The two at the end are Vladimir and LeBlanc, LeBlanc is the other Trifarix leader, also considered "Guile" and master mind behind The Black Rose, whereas Vladimir is a vampire/hemomancer and basically a chill guy.
I think there have been enough people explaining things, so I just want to say I really liked seeing the perspective of someone completely fresh to the topic.

However, all it's visuals and playable characters share a universe and have lore related to their universe. Cinematically, League has a tie-in television show hosted by Netflix called "Arcane: A League of Legends Story" and it's animated by the same people who animated this music video. The show, particularly the first season, is considered some of the best writing in all of television. However the show won't explain most of what you see in this cinematic, as it takes place before this cinematic does and in a different part of the world than this cinematic. However, the black girl with gold on her body is originally a character from Arcane. Fans of the game and show see this cinematic as a teaser for a new future League of Legends show that follows up on the ending of Arcane.
