Hobgoblins are very good for splitting into 1 stacks to reach and use up retaliations of the most powerful enemy stacks (e.g. dragons), after which the wolf raiders and behemoths can focus the enemy power stack with impunity.
For me, wulfs are high A tier, especially on Tyraxor. You can do even a black dragon, or behe/bird dwelling at week 1, there is no such a unit in a game that can do it so early. Also, upgrade ogres is so expensive, especially because build path, so usually skip them at all and god for birds and bears. For me, ogres are low tier B at the best, good one if you can find them in a box but also at that case you will be disappointed because is not a bird box...
I would rate Ogre and Ogre Mage in D and C, because they cost too much wood. You will never prioritize them over Thunderbirds and Behemoths and usually the only reason to build Orgre Fort it is, because it is required for Cyclops Cave. Even Orc Chieftans are more utilized than Ogre Mages :D
Regular behe are the fastest t7 to get possible. If U can save them from dying early basically U do not need any other units to conquere the map and to get ahead, but only if you can muster their big numbers = S tier imo. Good Tier list tho...

I am not playing HotA, but they removed the Crystal requirements for Cyclop? Not being on the building path of Behemots is a minus. For that reason, I would have put Cyclops on C Tier
Pretty nice list overall. In single player and if I am comparing these units to other units of the same tier then I would make some changes here. I think ancient behemoths are not as good as multiple other tier 7 units so S is too much, I can see mid A or low A. Behemoths are pretty lackluster un-upgraded tier 7, one of the worst so I'd say B for them. Thunderbirds while very important for Stronghold and a great tier 5 doesn't quite make the cut for S as it is competing with mighty gorgons and power liches in their tier. Still great, and high A possibly. Rocs can stay in mid A as an early good unit, and it is possibly the best un-upgraded tier 5. Actually maybe that deserves S? Orcs/Orc chieftains are so poor units. They'd deserve no melee penalty at least and/or some other ability/utility.

That's not orc chieftains, that's the third tier in modded HOMM3
