The reference to not the best clown was a reference to joker and it chapter 2 coming out in the same year (2019) and joker dominated the box office in comparison

I always interpreted the book reading line that Pennywise's movies explain so little about what's going on or even about the mythos or origins of Pennywise that people might be drawn to reading the books in order to get a better understanding, only to fall asleep due to how boring it is. Then Freddy kills them.
Also, the 'Soul on a hook' line might be a reference to the game Dead by Daylight, as Freddy is a playable killer in that game, and the main method of killing survivors is hanging them on meat hooks to be sacrificed.
