The CPA isn't a union, it's the UCI HR department. Hanson's a salaried employee paid to sell the illusion of progress and fairness to other employees (riders), just like any other organisation. The CPA exists only to protect the UCI's interests (preventing them from making an actual union that would provide proper results and progress in their industry).

So I get Lance Armstrong gets a special award for doping, lying, and threatening to sue people; however, what percentage of the field do you think was on EPO in 1999, or for any of Lance's wins?
I'm guessing over 90%; and certainly *everyone* who finished on the GC podium.

All of them, well except Christophe Bassons who was famously clean and vocal about doping. Until he was silenced and shunted out the peloton - mostly by a certain rider......
The cyclists do not have a union; they have an employee association. Difference being is a union has the right to negotiate legally binding contracts that includes wages, benefits, pensions, etc. etc. Union members can go on strike without fear of negative repercussions. Professional cyclists are the only sport I know of that does not have a union.
The Giro Day Hansen propose a strike if Giro didn't change the stage

If they actually had a union they would be required to have more transparency regarding doping, motors, cheating, etc. and you know that isn't going to happen. So pro cycling remains in the phantom zone. Omerta forever.

Think of every other professional sport: They have unions and they've managed to keep things under wraps (wink-wink) by negotiating collective agreements that have mutually agreed upon drug testing. No one has to state their whereabouts 24/7 and submit to random drug tests. No muss, no fuss. You think there's PED use in, say, the NFL? Of course there is! But you never hear about it.

There's no UCI prototype approval or technical regulations covering shoes so he was fine to wear his ownbespoke design.

Yes he's still around. He was present for the opening of the Jan Uhlrich museum in germany last month. Although he is getting pretty old now.
