The Apostle Paul (who was a physical Jew) is saying that you are not even truly Jewish because you are a physical Jew. You have to be inwardly Jewish as it's a matter of the heart. You can be a gentile and the Spirit of God dwelling in you and circumcision of the heart makes you a Jew, one of God's chosen people. How can physical Jew's that spit on Christian's in the street be God's chosen people? No one who rejects Jesus Christ can be part of God's chosen people.
Israel of the Bible is not the modern geopolitical entity that is called Israel. Israel is the seed of Abraham which is comprised of followers in Christ, both physical Jews and gentiles.

Paul is saying that Jews were entrusted with God's own word and Jesus came from the Jewish people, but not all those descended from the physical Israel are of the true Israel. One cannot reject Christ and be a part of the true Israel. Physical Jews that hate Jesus and reject him are not the seed of Abraham which was outlined in the promise.
