This is what Pennywise should have done in IT, have an army of Clown Gremlins and Dread Duckies, call out the Doom Ducky inside the sewers and summon the four Goliath Clowns in the carnival.
It's a glitch that can happen even on the normal version of the level. If you're stunned and another Dread Ducky gets you, it might glitch out the jumpscare.
