Interesting, I will have to test it tomorrow. You could try deleting the easy anti-cheat folder and then verify the game files boot the game so that EAC is installed and then create the empty file. Also check that Steam has installed the EAC runtime under the tools section, it automatically installs normally but did not for some reason back when I messed around with Arch.

The game lunch with no issue,but when i try to summon or play online the game shows the same message “ improper activity detected ”

Does disabling the EAC would also work?
Either way you are limited to offline mode with EAC going off. I just find the issue strange because if one buys the DLC it is fixed.
