Kallen is Kiana's ancester, hence she's kinda normal too, but i don't consider her as a main character really This herrsher is a clone of kiana called K423 made with Sirin (the original herrscher of the void) cells by Otto Apocalypse (btw, in the plot where we're currently at in the game, the real Kiana is still prisoner, to know more about all that you need to read the LNs and mangas)
Sirin is the one who resides within the soul of Kiana, this Kiana that we know is an experiment that came to life because of Sirin's strong desire to feel Cecilia's maternal love once again and have a normal life before her death, basically Kiana personality and essence is all the positive side that Sirin represses amidst so much evil, who then wakes up again to take over the body of k423, so you could say Sirin is the protagonist of this story because from the comics you have been seeing that. It would be great if Sirin becomes good again and becomes "one" with k423, our beloved clone of the original Kiana. (Which is possibly the 14th Herrscher)

1:37 I like how the story suddenly alters Kiana, the protagonist, into the antagonist, and how it keeps this in mind when making the music. Around the time stamp here, you start to hear a messed up version of the main “Gion” melody, (one of the first themes you hear upon playing the game) which is a reminder that the character you started off with at the start of your Honkai Impact 3rd playthrough is now as messed up as the story has become (thought that wasn’t really Kiana’s fault to begin with). I’ve heard other battle themes representing other “possessed” characters (Splatoon 2, including the DLC, has a couple to begin with), and the one thing that each of them have in common is a familiar theme messed up, and as I said, that is just another reminder that even the most familiar and trusted character you have come across in that game (even yourself, like in this story) can become your ultimate nemesis in the time that it takes to snap your fingers. It's certainly an ode to the advent of the Herrscher. However, I do not know enough about the story to assess your hypothesis with certainty. Some parts are definitely about the Herrscher: "Hail my proud queen", "Selah, selah", and "hear all the voices trapped in thee". The rest... I don't know. Funny thing about the game title is that there wasn't any games called "Honkai Impact" before this one. The title is more referring to the fact that most of the game takes place during the third *major* Honkai outbreak encountered by humanity.
