21 may be different but honestly that makes sense. According to 13 this was the Tardis' first attempt at redecorating itself without the Doctor's help, therefore the crystallisations of vortex energy are how it pieced 12's control room back together after it crashed during 12's regen
I get where you're coming from, but no not exactly. The set from the 60's no longer exists as far as I'm aware, hence why they had to create a replica for stuff like An Adventure in Space and Time, Twice Upon A Time and Series 12. The layout and lighting is slightly different compared to the 60’s one as well.

21 looks so cool. Sad that the 13th doctor is my least favorite doctor. If someone like the 10th or 12th doctor was in that, it would be awesome.
