Menezes didnt defeat a common judoka. She defeated the Beijing Olympic champion Alina Dumitru who in that 2008 Olympics defeated the great Ryoko Kamura Tani to win the gold.
I think Judo is really cool and both these athletes are no doubt extremelt experienced. The Brazilian fighter's style is beautiful to watch. I'm a little confused on the rules though. Why wouldn't the fight be over if the ROU Judoka essentially tapped?
In judo the highest singular scores wins - scores are only accumulated if they are of the same grade. Points are rewarded for either throwing an opponent on their shoulder blades or holding an opponent down for several seconds right after throwing (depending on how long the scores can vary). The Brazilian Judoka did not throw her opponent, so she did not get any points for her arm bars, but because the other Judoka acted so defensive she got a penalty. Holding the arms bars, while not getting her points, was also good for the Brazilian Judoka, because if there are no points scored during a match the dominating Judoka would win. The rules of tournament Judo can be a bit confusing, but essentially one perfect or better throw or hold-down will always win the fight.

First, she was on her back and she couldn't even know if Alina's head was still there, besides it was a fight worth gold, for sure she was airborne and focused on other things. Second, it would only be unsportsmanlike if she sat down with the intention of hurting, but you can clearly see that she only leans on and doesn't put any force

Because it wasn't the hold-down result of a throw and/or did not develop in a throw.
