Because unlike cable TV CBS's format is much more constrained. A show must have 20+ episodes per season, no explicit violent or sexual scenes etc. It is harder to hold the high standard. I don't know how the rules came about, as I am also non-American :)
The show fell apart with Will's death. I missed Josh Charles the actor. He and Christine were easily the best. Alicia pretty much fell apart after S5. She looked more and more expressionless, came on to every attractive man, got rejected too. She had a type. Men who didn't believe in rules!
Little did they know some casts would come back for the good fight hehe 😉

The show will be missed but it ended on time. it was close to jumping the shark but it managed to exit on a high note with a good last season.
