Yup, both Manta and CK ulti can dodge glimpse. The difference is that Manta has a time window much smaller then CK's phantasm ulti. If not mistaken Manta Style has 0.1 second Invulnerability and CK has 0.4 seconds.

You are wrong. Sniper's ult has always been disjointable by spells/items that will do so. Like blink dagger or AM and QOP's blink, and mirana's leap and slark's pounce... just tested it now to be sure, and it will disjoint if you use any of these while its flying through the air at you.
