Also -3x+8 is essentially 8-3x Simplify is basically removing any common factors. The non expanded way is probably subjected to O level standards but as you reach higher education, both answers are accepted.

For Q1, (8 - 3x)/(6x^2 - 11x + 3) is correct and is considered simplified. Answers that are either completely expanded or completely factorised are both considered to be simplified, unless otherwise specified by the question.
Just saying this that the sample size that you have selected (people answering these questions) were very smart and they have above average common sense so even if you give them basic school questions (just like video) they were able to solve it like a Ninja. I doubt that people randomly selected from any other part of this country will be able to solve this easily.

sadly, a lot of teachers sometimes teach their students wrongly that simplified = factorised. in reality, both fully factorised or fully expanded are considered simplified even for fractions. aka, 4(2x-1) and 8x-4 are both simplified but 2(4x-2) will be considered unsimplified.
Yea simplified is just fully expanded or fully factorised. However if you have fully expanded but then half simplified you get it wrong and you spoil your correct answer
