Nobody knows. It got big in the 70s in graffiti.
The WW2 era has a similar mysterious pop culture doodle called "Kilroy was here" and Japan has a neat one called "Henohenomoheji".
Britain even had their own version of 'Kilroy was here' called Mr. Chad.
