His little battle with the sniper character was a sham. He showed zero creativity in the usage of the clones, the position of the fighters moved several times between frames just to ensure that Tien would be knocked out, and the whole thing was retarded.
Every appearance of Tien in Super has been underwhelming at best, and absolutely embarrassing at worst.

@@revious83 He gave up, because he knew that he would never be able catch up with the Super Saiyans. I have a love/hate relationship with Z for this reason. On one hand, I watched Z first and I love a lot of the characters, moments and even development of characters like Vegeta and Piccolo in his relationship with Gohan. On the other hand, they left the humans and Piccolo in the dust, so they couldn’t realistically contribute in combat. The series would have been much stronger as a whole if it had stopped with Piccolo Jr., although it would have probably set back the spread of Dragon Ball and anime in general to North America.

In case anyone is wondering what happened. Tien stopped Tao's Super Dodon Ray (Super Dodonpa) by using a technique called the "Kiai Extinguisher" (Kiai Keshi, "Keshi" means "to erase/extinguish something"). You know those invisible blasts some of the characters use that hit enemies kinda like a shock wave? Those are called "Kiai" (a term for a martial arts yell like "Hyah!", hence the yelling) and Tien fired one to disperse the Super Dodon Ray. The blast from the Tri-Beam (Kikoho, "Qigong Cannon") is also considered a kiai since you can't actually see the blast. Basically kiais are Tien's speciality.

Their paths diverged when Krillin had his potential unlocked by Guru and fought against Frieza and his soldiers, but Tien died and trained with King Kai. Overall I'd probably give Krillin the edge in that situation, thus putting him over the top. Tien did have much better martial arts in Resurrection of F though. Actually as far as pure martial arts go, he's better than anyone. It's really hard to say.

In other similar stories with way overpowered protagonists (such as the Saiyans) they often have subplots where less powerful characters, such as Tien, could still have the chance to do interesting stuff. While Goku and co. are tied up fighting some god or other, some of the weaker human characters can complete some other quest that would allow them to showcase their skills and character, instead just relying on the "Super Saiyan level x" Deus ex machina in order to defeat every bad guy.
