Maybe the owner needed a ride and the driver said no dog. So the owner tied up the dog thinking they could come back for it. Then again, maybe not.

Okkk.....wait....wait....So you think during a hurricane evacuation, some random dude is walking with his dog along a rode and another random dude drove up and said hey you need a lift? And the dude walking said yes but the driver said not the dog. So the dude walking said hang on.....let me go tie my dog to that fence and I'll be right back and the dude driving said ok I'll wait and then they waved goodbye to the dog? Or that the dude called a friend for a ride and they said sure but not the dog so on the way out of town the dude with the dog said pull over let me tie my dog to that particular fence? Make any of it make sense. My goodness how do you get to that comment.
