well in the US fire stations are comparatively small so they respond from several stations instead in a convoy from one station, so the ladder truck also has to carry e.g. ground ladders (which is done by Engines here). But I wouldn't sa that a US fire truck would replace two Euro ones, since the compartment concept and space usage is better here. btw keep in mind in Europe we also have 170ft Aerials, and they aren't controlled by someone also sitting at the back to stear it...
