Are we sure this guy wasn't pissing?? If he was pissing and noticed that he had been caught he would have ran back to the vehicle and covered the plate so he doesn't catch a serious charge and be a registered sex offender for taking a piss outside.

You do not take a pee outside period, make sure you use the bathroom before you leave a building! I think it is against the law in all 50 states!!
