Hi! Derek B. here. To address declaring your actions in combat, that was the intent of 1e as well but was one of the most common things Yochai (and later myself) had to explain over on the Discord, so we tried to really clarify things with the 2e text.
Now I've reread the 1st edition rules and I see this - but it seems to me that they are not clear enough, and this is the reason for the misunderstanding of combat :) It's great that you simplified everything, thanks!
