I'm not sure how big a whippet puppy is, but there are various sizes on the website for each pattern (4 legs, turtle neck, Velcro coat etc)

how much fabric did this project require?
That's dependent on what size you're making, the width of your fabric and if it's directional. I used 0.75m of a 1.5m wide fabric for Greyhound Small
What kind of adjustment will stop the Jammie from creeping down her butt?
If the correct size is selected it shouldn't slip down the bottom.
