Seems like 2pac kinda still had a prison mentality when he came out. He never got a chance to relax, recoup and recover. He was on the go soon as he got out of jail and some of those teaching, policies and politics shed over to when he was left Rikers island. Pac was in there for 9 months and was out of jail for less than that. He came out with black panther, street and incarceration mentality. That's why his code of moving was so thick and strict.

He was extremely vulnerable and after that first shooting he never wanted to feel that way again. So when he came to death row he was trying to establish his power quickly so that no one would challenge him or put him in the vulnerable position he was in before.
