After sharing the link, do people have to download an app to access the folder if they have an iPhone or anyone without a Google account?

Shared link can be opened on any device without any specific app.just need any web browser. Second thing you asked about Google account. Yes anyone without Google account can open shared link.you just have to make link sharing settings to "anyone with the link" instead of restricted
