So overall there are 3 big groups: HoloPolice, Medical Staff and Gang members.
Aside of the mechanics, everyone else are civilians who did their own thing, like Korone opening a bakery, Reine & Moona having a restaurant or Polka as a reporter.
Subaru is the head of the police and you could say, she had to babysit everyone, especially Kanade. Kanade was like a newbie in the police and always gets in problem xD
If you watched Police Academy, HoloPolice was that in the nutshell xD
I recommend some HoloGTA compilation by MelonSoda, VtuberBits and SlackFunday. You only got the gist of the chaos in HoloGTA xD

There are dozens upon dozens of hours of awesome clips of this whole event. Holo GTA was actually peak content, and I'm someone that doesn't even care about GTAV.
You should definitely check out some videos about the specific storylines, like Korone, Mio, and Kanata's bakery or Fuwamoco's paramedic shenanigans.
