They might be part of a group that's done terrible things, but some of them may not have had a choice or had motivations to achieve something or do something they could only do through joining the Fatui. For some people, like it was for Capitano, it was a means to an end. He gave us one of the more crucial parts of what happened with Khaenriah, being why it was destroyed. Because a small few within the nation were trying to abuse the power of the Abyss, the entire nation deserved destruction. Turning the curse from a force of nature against it was easily the hardest thing any charcoal has done so far. He 1000% deserves to get what he wanted from it

last time i saw a game community grief for the death of a character was destiny's cayde-6s death but even then he was already a beloved character which is why it was expected. but this time i saw a character who acted as a villain while fully hiding his past, a past that will gurantee respect for him wherever he goes, yet he stayed true to his ideals untill the very end and one of the biggest regrets i have about the reveal of his story is that there is no way in the game for us to show how much respect he has from the community, nor is there a way for the people of natlan to find out who he actually was.
