Lokis not happy, he’s just at peace, he didn’t want to be lonely but he cared for his friends more. He’s at peace knowing he is finally doing his purpose, but happiness would’ve been with his friends.
Loki have been using his new abilities for millenia at this point (it took him centuries to just learn how to fix the loom). We have seen him manipulating time like freezing and reversing it or just stepping out of it. For a being that controls time, it doesn't affect him like others anymore. I don't know if you caught what Loki said: "if there is a hope you can replace it with something better". He replaced himself with a loom, making a third choice, so now people have a free will, but at the same time have a fighting chance against variants of He Who Remains. And I don't think there's a point of analysing how Loki could grab branches, considering it's a comic movie. Thor's hammer flies and he was also blasted with full force by dying star, which is absurd if you start thinking about it XD Also both Loki and Thor fell into space, so yeah. TVA is in a different dimension where time has physical representation and Loki is a god that controls time. Different set of rules there :)
We (my husband and I) found this season to be very confusing and convoluted and not to have a real plot that went throughout the whole season. It seems like they just through together a lot of ideas and used special effects but really didn't have a purpose.
You consider the origin of multiverse and the ending of Loki's decade long arc not a real plot? I dread to think how you view real cinema that isn't a comic production then. The season wasn't designed to be easy. It doesn't spoon feed people, but that doesn't mean it has no purpose. Far from that.
As far as Loki's powers and abilities... "centuries later". Thousands of years(10's of thousands, 100's of thousands) of learning.

I don't think Loki is happy. He has to just deal with it. I wouldn't call it a punishment. It's a burden and it's a glorious purpose.
