B and you get a scholarship along the line, what should be done? Apply again under Cat. A or just wait for the appointment date under Cat. B? Or notify the embassy on the change?

Most embassies have this option, it depends on the visa type that you are applying for. Student visa usually doesn’t have the fast track option - they are only categories, which have different appointment dates. Which type of visa do you want to apply for.

Don’t decline. 1. Ask if it is possible to defer to the next semester; if yes, do that. 2. If not, enroll and make the necessary semester payment. Ask if it’s possible to take classes online; it increasingly possible to do so since the COVID-19 pandemic. 3. It depends on the university; some universities will accept your enrollment or to resume classes even after the start date.
