He was respecting all privacy that there is to respect. He was recording outside in the open where people chose to be. If I was in my house or in private property that I owned and I was being filmed, then I would be in a situation where consent would be required and relevant. Outside in public places, there's zero disrespect in recording beautiful places whether people are there or aren't. If someone chose to feel offended by his actions, it would be unreasonable and "But I felt this way about it." doesn't really make a good argument in court.
