It's the yellow circles, they're called EUR-ion. The printer detects the yellow circles and recognizes it as a form of currency or otherwise a document that should not be copied. That's why it will copy the $1, but not the $5 or $20
Also as an additional comment, federal law permits illustrations of colored currency that is one sided. So no printing the money is not illegal as long as you don't give it a back side or you can do what ever you want in black and white as long as you don't try using it as currency and destroy it after it's use.
