The government have not done their part, and you expect individuals to do theirs, did you see the video of refuse littered on the major roads whose fault is it? The government was ment to evacuate the refuse but the government did not, citizens has nowhere to dump the refuse generated instead they dump it on the majors and drainages. If the government where evacuating the refuse to recycling plant or waste pits very 3 days in a week the roads in Aba would not be littered, the government should lead by example then the citizens will follow. If the government keep evacuating refuses and citizens keep littering the roads, the government can enact law and enforce the law through fines or arrest, this will make citizens to sit up and do the correct things. The reason Aba was dirty is because the government did not play their role. So citizens decide to flaunt the law. This normal human behaviour where government feel unaccountable, the citizens mimic the government attitude by exhibiting abnormal human behaviour.

The government didn't provide waste bins/buckets, and the few that was provided was left to overflow for weeks before it would be evacuated. Asepa was mostly owed by the government thereby reducing their work efficiency. The government wasn't checking the waste management agencies to do their job effectively. The people can only keep their houses and compounds clean, but if the proper facilities ain't on ground, any city will be like the old Aba
